Assuming the currency is USD then?
What will you use the PC for exactly?
Any monitor preferences?
Anything else we should know?

While $800 is not a bad price for a ThreadRipper 3960x, you absolutely don't need to spend anywhere near that much.
If 16GB RAM and a 500GB SSD is more than enough for you, then you especially do not need to spend $800 on a 24 core CPU that you'll never utililse. You're just shooting yourself in the foot and wasting money really, money which could instead go towards a nicer monitor and GPU that you would actually make use of.

Instead of spending $800 on JUST a CPU that you don't need, you could spend that money on this;
PCPartPicker Part List

CPU: AMD Ryzen 5 5600X 3.7 GHz 6-Core Processor ($300.00)
Motherboard: Asus PRIME B550-PLUS ATX AM4 Motherboard ($149.16 @ Amazon)
Memory: Corsair Vengeance LPX 32 GB (2 x 16 GB) DDR4-3600 CL18 Memory ($124.99 @ Newegg)
Storage: Crucial P2 1 TB M.2-2280 NVME Solid State Drive ($94.49 @ Amazon)
Case: Phanteks Eclipse P400A ATX Mid Tower Case ($69.98 @ Amazon)
Power Supply: SeaSonic S12III 500 W 80+ Bronze Certified ATX Power Supply ($54.99 @ B&H)
Total: $793.61

which is almost a full system, and a pretty impressive little rig at that as well. Just needs a GPU added

No preference on monitor just needs to be a quality gaming
I'm only wanting to buy the cpu to help out a friend honestly and it'll be great to help him out

But yea 2k absolute budget usd

Can we make it work with his cpu if possible? Really want to as it'll help him out a lot I understand it'll be a
Major overkill though lol but if not I understand still want to maximize build with a 2k budget total thanks for your reference but still little under $ ??

I'm going to play pubg only for now but will venture out to other games

I really only need a 500gb ssd so that'll help with cost a little
16 gb ram vs 32 what's price difference average? If it's a decent margin let's go with 16 with room to grow later

If, for whatever reason, you want to spend more than half of your budget on a CPU+Mobo that you're not going to use, then;
PCPartPicker Part List

CPU: AMD Threadripper 3960X 3.8 GHz 24-Core Processor ($800.00)
CPU Cooler: Noctua NH-U9 TR4-SP3 46.44 CFM CPU Cooler ($69.90 @ Amazon)
Motherboard: Asus Prime TRX40-Pro ATX sTRX4 Motherboard ($407.99 @ Amazon)
Memory: Team T-FORCE VULCAN Z 16 GB (2 x 8 GB) DDR4-3200 CL16 Memory ($59.99 @ Amazon)
Storage: Crucial P2 500 GB M.2-2280 NVME Solid State Drive ($47.99 @ Amazon)
Video Card: Asus GeForce GTX 1660 SUPER 6 GB TUF GAMING OC Video Card ($229.99 @ Newegg)
Case: Phanteks Eclipse P400A ATX Mid Tower Case ($69.98 @ Amazon)
Power Supply: SeaSonic FOCUS 550 W 80+ Gold Certified Fully Modular ATX Power Supply ($99.99 @ Amazon)
Monitor: VIOTEK GFV22CB 22.0" 1920x1080 144 Hz Monitor ($129.99 @ Amazon)
Total: $1915.82

You have to settle for a GTX 1660 Super and a 1080p monitor, neither of which belong anywhere near a gaming system with a $2k budget, but it's your money.

$50ish difference between a decent 16GB kit and a decent 32GB kit. Totally pointless to go with 16GB of RAM with a 24 core Threadripper CPU though, makes no sense at all.

This is more like how you should be spending that money;
PCPartPicker Part List

CPU: AMD Ryzen 5 5600X 3.7 GHz 6-Core Processor ($300.00)
Motherboard: Asus PRIME B550-PLUS ATX AM4 Motherboard ($149.16 @ Amazon)
Memory: Team T-FORCE VULCAN Z 32 GB (2 x 16 GB) DDR4-3200 CL16 Memory ($102.96 @ Newegg)
Storage: Crucial P2 1 TB M.2-2280 NVME Solid State Drive ($94.49 @ Amazon)
Video Card: PNY GeForce RTX 3070 8 GB XLR8 Gaming REVEL EPIC-X RGB Video Card ($549.94 @ Office Depot)
Case: Phanteks Eclipse P400A Digital ATX Mid Tower Case ($94.98 @ Newegg)
Power Supply: SeaSonic FOCUS 550 W 80+ Gold Certified Fully Modular ATX Power Supply ($99.99 @ Amazon)
Monitor: Pixio PX329 31.5" 2560x1440 165 Hz Monitor ($299.99 @ Amazon)
Total: $1691.51

Plenty left over for a nice kb/mouse + headset. I'd also up the GPU to an RX 6800(XT), or even an RTX 3080(if you could find any in stock).

Yeah, that would be the best option for you IMHO. Honestly, if your friend lists his 3960x on eBay for $800, I can't imagine he'll have a hard time selling it. It's really just not worth it for you to spend $1200 on a CPU+Mobo, and only leave $800 for the rest of the system and peripherals.

Here is the system for $2k that I'd probably get with kb/mouse, and headset included too;
PCPartPicker Part List

CPU: AMD Ryzen 5 5600X 3.7 GHz 6-Core Processor ($300.00)
Motherboard: Asus PRIME B550-PLUS ATX AM4 Motherboard ($149.16 @ Amazon)
Memory: Team T-FORCE VULCAN Z 32 GB (2 x 16 GB) DDR4-3200 CL16 Memory ($102.96 @ Amazon)
Storage: Sabrent Rocket Q 1 TB M.2-2280 NVME Solid State Drive ($119.98 @ Amazon)
Video Card: PNY GeForce RTX 3070 8 GB XLR8 Gaming REVEL EPIC-X RGB Video Card ($549.94 @ Office Depot)
Case: Phanteks Eclipse P400A Digital ATX Mid Tower Case ($94.98 @ Newegg)
Power Supply: SeaSonic FOCUS 550 W 80+ Gold Certified Fully Modular ATX Power Supply ($99.99 @ Amazon)
Monitor: Pixio PX329 31.5" 2560x1440 165 Hz Monitor ($299.99 @ Amazon)
Keyboard: Corsair RGB MK.2 Low Profile RAPIDFIRE Wired Gaming Keyboard ($89.99 @ Best Buy)
Mouse: Corsair DARK CORE RGB PRO Wireless Optical Mouse ($69.97 @ Amazon)
Headphones: Kingston HyperX Cloud Flight Headset ($130.60 @ Amazon)
Total: $2007.56

Again, I would definitely be considering an RX 6800(XT) instead of the RTX 3070. If you end up going for the RTX 3070 though, just get whichever you like the look of most in the $500-550 range, you don't need to get that PNY one that I have listed.

SSD in this list is better than the Crucial P2 that I linked above. Either is a great option, the P2 is a great deal at $95, I'd just personally spend the extra $25 for the Sabrent Rocket Q.

When you've got a little extra money, you can add a 7200RPM HDD for mass storage. I'd get at least a 2TB HDD since you can find them easily for $60.

You could also upgrade the CPU cooler when you have some more cash, but the included cooler with the 5600X will do the job for now.
