RTX 3070 stock is likely to be better than RTX 3080 stock on release. Even if 3070 and/or 3080 stock is still pretty poor in a couple of weeks, I imagine it will pick up by the end of the year. I can't imagine it being too difficult to get your hands on one by end of year if you're after one.

Also, Navi 2 is being announced in a little over a week. If it's worth buying, then I can't imagine stock being an issue with those. AMD won't want to have no GPU's available if people are willing to buy them lol, and 7nm silicon isn't exactly hard to come by(unless you're Intel)

What will you use the PC for? Gameing and Workstation

Do you need a monitor? If not, what monitor(s) will you be using? No I'm using a : ASUS TUF Gaming VG279QM HDR Gaming Monitor

Do you need a keyboard, mouse, or other peripherals? no have astro A50s Razor mouse and keyboard

Do you need an operating system? No i have windows 10 key

Will you overclock? Not 100% yet I'm not that advanced

If you're not overclocking, then there's really no point in going with Intel, especially not an unlocked SKU with an overclocking capable motherboard. Either way, Ryzen is definitely the current best option.

Depending on what you mean by "workstation" and what games exactly you'll be playing, you could potentially save £100-200 by dropping the R9 5900X to a Ryzen 7 3700X/3800X or Ryzen 7 5800X.

Add whatever capacity 7200RPM HDD you want/need.

Up the GPU to an RTX 3080 if you want, or wait for AMD's Navi 2 announcement and see if any of their line-up is worth considering.

Although you might as well drop the PCIe 4 SSD's if you go Intel since you won't be making use of them, just save some money and grab a couple of PCIe 3 SSD's instead.
