Ok I recently built a new PC and the GPU is over heating. If take the side panel off it works fine without overheating. I thought I would have avoided this issue since I water cooled the CPU but alas I was incorrect.

I was hoping to get two GPUs and NVLink but will put that on pause until I can get the heating under control.

Please advise...

Leave the side panel off?

Not sure what you expect. That's a pretty closed off case, and it doesn't seem like you've done much for airflow..
Have you got a single case fan for intake? and then 3 set up as exhaust?

The RTX 2080 Super isn't a ridiculously hot GPU, but it's not low end either so you could definitely run in to high temps with a case like yours. So yeah, either sort out your airflow, and/or leave the side panel off.
