Unless you have an Intel CPU, you can't since the amount of VRAM is allocated by a physical memory chip on the graphics card. Intel's integrated graphics just steals some of your RAM for graphics and calls it a day. You can see how you do that by clicking This link.

Saying my vram is 4096, but I need it higher

Depending on the system, more specifically the form of graphics and platform your using ( Desktop/ or laptop), you can have dedicated GPU memory or shared as mentioned already. Both contribute to Vram

You may find a new card is a viable option for a desktop, new series cards coming out so look for used 20** series cards as they have dropped so much already in the panic selling phase (also future-proofs you for newer games). As for a laptop, BOTH Intel and AMD systems with gpu's integrated to the CPU will use shared memory and this can be expanded by adding more ram. Depending on the type of laptop however, it could allow a external GPU that could be a interest to look into.

I am inclined to think only going by what has been said you are running a tower? just for my personal amusement i would find it funny if your using the great "4gb" gtx 970..

However, many communitys will face similar issues to yourself and it seems a potential way around is on Reddit.

"I have been recently facing issues with lag after the season 5 update. Use this method to increase the VRAM usage limit shown in Settings> Graphics

USE THE FOLLOWING METHOD:

Documents> COD Modern Warfare> players > adv option> set video memory scale to 1 or higher than that"

However I say potential, I doubt any performance boost, as mentioned in the comments however no harm in giving it a go, just revert the file/ what you change back if it doesn't help

Ah okay, well then in that case it would be time to upgrade to increases Vram, more ram will add to the shared memory which can be used in games, just not as well as dedicated memory.

Try the links option, otherwise save up those pennies and upgrade, the 2nd gen i5 is going to hold you back as well in performance with newer titles so theirs another thing to consider

to get more vram you can only do it on intel and amd igpus if i remember right, other then that you need to upgrade your gpu to a 16xx 20xx 30xx or anything amd with their 8gig gpus if you want more vram

Then you'd have 8 CPU threads instead of 4.

You can not increase your VRAM from 4GB unless you buy a GPU with more than 4GB.
