As you can see, I believe the CPU could be quite the overkill. I was thinking of perhaps downgrading the CPU to a 3600 and upgrading the GPU perhaps?

No worries.

So yes, dropping the 3700x to an R5 3600 will undoubtedly allow you to afford a better GPU in the same budget. However, there are several other changes I'd make to your parts list before upgrading the GPU.

One more question though, what monitor(s) will you be using with this system? It's a bit tough to recommend an appropriate CPU+GPU if we don't know what monitor(s) they're being used with. For example, a GTX 1660 Super is more than adequate for a 1080p60Hz monitor.
