Don't do that.

So what exactly do you need then?

For an $800 system with a decent monitor, I'd be looking at something like this;
PCPartPicker Part List

CPU: AMD Ryzen 3 3100 3.6 GHz Quad-Core Processor ($109.99 @ B&H)
Motherboard: ASRock B450M Pro4-F Micro ATX AM4 Motherboard ($84.80 @ Amazon)
Memory: G.Skill Ripjaws V 16 GB (2 x 8 GB) DDR4-3600 CL18 Memory ($65.98 @ Amazon)
Storage: ADATA Swordfish 500 GB M.2-2280 NVME Solid State Drive ($54.99 @ Amazon)
Video Card: Asus GeForce GTX 1660 SUPER 6 GB TUF GAMING OC Video Card ($229.99 @ Best Buy)
Case: Phanteks Eclipse P300A Mesh ATX Mid Tower Case ($59.99 @ Amazon)
Power Supply: SeaSonic S12III 500 W 80+ Bronze Certified ATX Power Supply ($54.99 @ Best Buy)
Monitor: VIOTEK GN24CB 24.0" 1920x1080 144 Hz Monitor ($149.99 @ Amazon)
Total: $810.72

If you really need it under budget, then swap the 1660 Super for a vanilla GTX 1660 and just overclock the VRAM. You'll get identical performance, but you'll only save like $20.

Now this I disagree with. I think its a better idea to build the best pc you can now with your budget and get the monitor in a few weeks when you have the money. Im assuming thats what you ment when you said youll use the tv for now. The 150 could easily go to a much better processor. Just my opinion though.

and then you end up overspending on components you don't need to run @ 720p or 1080p30Hz.

$800 is plenty enough to get a decent 144Hz monitor and a system capable of running it. No brainer to me. Why invest an extra $150 in to a CPU he's not going to utilise anyway?

Also, if you're just gonna have an extra $150 for a monitor in a few weeks anyway, then wait and spend $950 on a system+monitor, instead of $800.
