Never seen it before, but keen to help - found a possible solution here: answers.microsoft.com/en-us/windo...2a64ca8c3a

If that doesn't work - does a AV scan come back clean?

Nope that didnt work, cant seem to find it.
Did a full AV scan and it came clean, it might be nothing, just very annoying.

It's a corrupted windows script. Just delete it and windows will reinstall it and then reboot and see if it pops up.

Okay, how can i go about deleting it? Would I just find it in the folder or is it something more to it?

There is a tool called auto run, download it and run it, it may take awhile because it will load all scripts, find Cscript.exe and delete it. Exit and reboot, if it does it again I would preform a fresh windows install.

That's very odd, I would just do a clean install Microsoft has made that very easy and all you need is a 8gb flash drive. Just make sure you back everything up.
