I would suggest messaging this guy 21 he's an absolute genius with PC's.

Usually very fast replies too when he's active.

He's made one up for me.

Do you need any monitor(s) within budget?
If not, what monitor(s) will you be using?
Any preferences/requirements? Brands, aesthetics, etc?

You don't "need" to, but if you have components that you can tune for better performance, then you might as well. That said, manually overclocking modern GPUs is pretty much pointless IMO.

As for CPU's, overclocking Ryzen is pointless for sure. With Intel, you're pretty much only buying because it'll do 5GHz so you'd be brain dead to buy Intel and not immediately set it to 5GHz all core.
Whether you buy Ryzen or Intel, you should at least set XMP(A-XMP/DOCP for AMD) on your RAM. XMP is technically an overclock, but it takes literally no effort on your part, and you don't need to do any stress testing really(although it never hurts).

Just have a small tv, was looking for more of a solid PC build for now to run cod very smooth. If I can do that and include a monitor within budget then might as well. Unsure of proper brands or products to have a good build.

If you're using a TV, don't spend $2000-2300CAD. Just build something for under a grand, will be more than capable of running on your TV.
Alternatively, if you're spending 2300CAD, invest in a nice new high refresh rate monitor.

I'd probably start with something like this;
PCPartPicker Part List

CPU: AMD Ryzen 5 3600 3.6 GHz 6-Core Processor ($255.25 @ shopRBC)
Motherboard: Asus TUF GAMING X570-PLUS ATX AM4 Motherboard ($238.99 @ Vuugo)
Memory: G.Skill Ripjaws V 32 GB (2 x 16 GB) DDR4-3600 CL18 Memory ($182.99 @ Newegg Canada)
Storage: Sabrent Rocket Q 1 TB M.2-2280 NVME Solid State Drive ($169.99 @ Amazon Canada)
Video Card: Gigabyte GeForce RTX 2070 SUPER 8 GB WINDFORCE OC 3X Video Card ($699.00 @ Canada Computers)
Case: Cooler Master MasterBox NR600 (w/o ODD) ATX Mid Tower Case ($104.31 @ Amazon Canada)
Power Supply: Cooler Master MWE Gold 550 W 80+ Gold Certified Fully Modular ATX Power Supply ($150.00)
Monitor: AOC CQ27G1 27.0" 2560x1440 144 Hz Monitor ($345.37 @ Amazon Canada)
Total: $2145.90

Could drop to 16GB RAM really, if you're only playing games anyway you won't notice a difference between 16GB and 32GB. I'd just personally be running 32GB, especially in a system of this budget.

You could maybe save a little on PSU+motherboard but availability and pricing is pretty bad right now, so the mobo/PSU I included might just be your best bet unless you're willing to wait for stock to return to normal.

Can swap the RTX 2070 Super for an RX 5700XT if you're not interested in paying the NVidia premium for RTX+DLSS.
Oh, and you'll probably also want to add whatever capacity 7200RPM HDD you need/want. I'd start at 2TB.
