Hello,

I'm new to computer builds and just wanted to ask a few questions about overclocking CPU's and GPU's. I'm currently in a build totaling around $4,000.

1. If there was a CPU/GPU cooling system that was capable of removing several kW of heat from these components (meaning no worry for overheating), is there still a concern for shorting the integrated circuits inside these components?

2. Are there safeguards for preventing shorting circuits if the voltages get too high fort the CPU/GPU to handle?

3. Is the life of the CPU/GPU affected by the higher voltage even if the temperature of the components remains very low (say 40 Celsius theoretically).
