I have a MacBook Pro 2009, bought it with windows 10 installed but they have managed to wipe Mac OS completely from the laptop.. how can I install Mac OS back onto this ? I don't have another pc

that just sounds like the PC version of a shitbox. You'll need to find a copy of mac that works/you want and have fun installing it. Finding one is on your own though, can't directly link you something. The issue with where you are is it isn't a bootcamp session so you can't just switch, and the original partitions are gone (if they aren't you can go into recovery and work from there).

They're gone I tried to restore Mac through recovery and does not work

Did you ever figure it out? Your best bet is going to be to make a USB Drive with macOS on it inside of windows.

Download a copy of macOS El Capitan (highest macOS version the 2009 will go), and use TransMac to make the USB. Then boot off the USB by holding option at startup and selecting it.
