What is your budget and currency? $1000 USD
What will you use the PC for? Gaming
Do you need a monitor? Yes
Do you need a keyboard, mouse, or other peripherals? Keyboard and mouse but want to play with controller
Do you need an operating system? Yes
Will you overclock? Not sure
Anything else we should know? I want to play Forza, Call of duty, Escape from Tarkov, GTA, and a few other games.

Is there anyone that can help? I wanna keep it under a $1000 if possible.

Call of duty

Yeesh, maybe reconsider that one lol. I really wouldn't be using a controller for CoD. I've not played Tarkov myself, but that's probably also one you won't want to use a controller with.
GTA doesn't matter quite so much, and for racing games you really should use a controller to be fair(unless you have a steering wheel obviously).

Anyway, 1000USD for a system + monitor, this is what I'd be looking at;

PCPartPicker Part List

CPU: AMD Ryzen 5 2600 3.4 GHz 6-Core Processor ($119.92 @ Amazon)
Motherboard: MSI B450 TOMAHAWK MAX ATX AM4 Motherboard ($114.99 @ Amazon)
Memory: Crucial Ballistix Sport LT 16 GB (2 x 8 GB) DDR4-3200 Memory ($64.98 @ Amazon)
Storage: Sabrent Rocket Q 1 TB M.2-2280 NVME Solid State Drive ($109.99 @ Amazon)
Video Card: Sapphire Radeon RX 5600 XT 6 GB PULSE Video Card ($289.99 @ Amazon)
Case: Cooler Master MasterBox NR600 (w/o ODD) ATX Mid Tower Case ($69.98 @ Amazon)
Power Supply: Cooler Master MWE Gold 550 W 80+ Gold Certified Fully Modular ATX Power Supply ($78.36 @ B&H)
Monitor: AOC C24G1 24.0" 1920x1080 144 Hz Monitor ($144.99 @ Amazon)
Total: $993.20

I'd actually probably try to pay the extra $70 for an R5 3600 since you'll be running a 1080p144Hz monitor. Either that, or spend an extra $100 and get a 1440p144Hz monitor instead of 1080p144Hz. If you really want to keep it under $1k though, the R5 2600 + 1080p144Hz monitor will have to do(and they'll be more than fine of course).

RX 5600XT is probably what I'd choose over an RTX 2060, but a 2060 is a perfectly fine alternative if that's what you'd prefer. The 5600XT and 2060 will trade blows depending on the game you're playing, but you can expect pretty much identical performance between the 2 for the most part. The 5600XT is slightly more efficient, but the 2060 has ray-tracing support.
If it were me though, I'd rather put the extra $20-30 towards an RX 5700 instead of an RTX 2060.

Do you need an operating system? Yes

So, I would definitely just use Win10 for free, and then if you want to activate it at any point, you can buy a key for <$30 easily.
For kb+mouse, I'd just buy any cheapo $20-30 combo for now, especially since you plan on using a controller anyway. It's easy enough to upgrade to a nice kb and/or mouse at any time if you decide you want something a little more premium.
