I have nearly finished building my PC, but the wireless adapter or access point isn't working. The driver is fine so it's not that. Sometimes the computer will read the network for a second though, so I'll try to connect but then it fails and the network disappears from the available networks list. My WiFi is considerably better than my Ethernet so I'd rather get this to work. My operating system is windows 10 pro 64-bit. The card is an Intel Wireless-Ac 9260, 2230 (Model: 9260NGw). I've tried restarting the modem at least 6 times to no avail, and tried command prompt as well. Nothing yet has worked, please help.

those m.2 adapters were never really great to begin with. If you can i would just grab a simple USB adapter on amazon or similar. Would be much less of a hassle and easily concealed. If you want to take the alternative route (assuming this chip came with the motherboard) RMA the board(if they don't allow just a chip replacement)/contact directly for a chip replacement

The wifi card didn't come with the motherboard, I might do that but I'd prefer not to.

That's more than likely why. It seems like the primary use for the model you listed was HP locked, and or laptop restricted. What is the MB you're trying to directly attach it to?

Ive only ever heard of using those type of adapter in laptops,

As Mitchondria suggested I would look into getting a USB adapter for the pc.

My computer will connect to my mobile hotspot though. The motherboard is Z390M Pro4.

Try changing the wifi bands coming out of your router. Such a like b/g/n

If wifi is not working dont worry you just got booted offline by a god but I can help simpley restarted duh routher and be safe online sir

WiFi being better than ethernet doesn't sound right to me btw. Is it a signal strength issue? That could be the case as well seeing as you were able to get right in front of you with the hotspot. I would do what 315 said with the bands if you haven't already.
