Hello. I have 570 photos and 130 videos on my iPhone XS Max and my storage is like 3/4th full because of that....... I think their on the cloud? I don't know how to even check tho... and when I plug into the computer the only folders available show like 15 photos and that's it so I can't even drag and drop the stuff... I'd like to delete it all off my phone but how do I make sure their on the cloud or transfer them to PC..?

Go to your iPhone settings, then tap on your name/Apple ID at the top, go to "iCloud" and check if "Photos" are on if not turn it and then go all the way back and go down till you see "Photos" and enable "iCloud Photos" but check out a program called iExplorer you can export photos using that.
