This is what I built: pcpartpicker.com/list/Yhrs8M

Notes

If you are to be interested in overclocking the CPU, I would recommend in investing in a CPU cooler, here is my recommendations:
pcpartpicker.com/product/hmtCmG/c...212e20pkr2
pcpartpicker.com/product/hyQRsY/b...oler-bk008

Didn't specify if you want a SSD or anything so I gave you a bob standard 1TB HDD, if you want faster OS bootup times and game load times I would suggest getting a NVME M.2 SSD in the future.

Also didn't specify if you wanted a colour scheme on something like the case, the case is replaceable if you would like that, just try to find one that fits in the budget and has similar specs (minimum mid-tower), make sure to use PC Part Picker to detect any incompability issues.

On the graphics card, I recommend installing a software called Afterburner and configuring the fan curves settings until you can get an optimial setting for performance and improved airflow.

Also, if you want to get really into FPS games such as CS:GO, an upgrade to a 144hz monitor is always great, the difference is amazing, very large pricetag though!

Peripherals can be upgraded, wasn't sure if you wanted a headset or a headphone/microphone setup. If audio quality is something you value highly, I would recommend getting a separate headphone and microphone in the future. Something like a ModMic and a great pair of headphones if you're an audiophile.

Hope this build is useful to you.

Well...? What peripherals do you need then?

AMD CPU and/or GPU?

For $850 with a monitor, I'd be looking at something like this;
PCPartPicker Part List

CPU: AMD Ryzen 5 2600 3.4 GHz 6-Core Processor ($114.99 @ Amazon)
Motherboard: MSI B450 TOMAHAWK ATX AM4 Motherboard ($114.95 @ Amazon)
Memory: OLOy 16 GB (2 x 8 GB) DDR4-3200 Memory ($54.99 @ Newegg)
Storage: Crucial BX500 480 GB 2.5" Solid State Drive ($54.93 @ Amazon)
Video Card: EVGA GeForce GTX 1660 Super 6 GB SC ULTRA GAMING Video Card ($239.99 @ Amazon)
Case: Phanteks Eclipse P400A ATX Mid Tower Case ($69.98 @ Amazon)
Power Supply: SeaSonic S12III 550 W 80+ Bronze Certified ATX Power Supply ($54.99 @ B&H)
Monitor: AOC C24G1 24.0" 1920x1080 144 Hz Monitor ($144.99 @ Amazon)
Total: $849.81

I would estimate that RX 580 has a edge in performance over the 1060, but it depends on the rest of the build as well
