My Goal for this upgrade Is to run games at 1440p without stuttering performance and be ready for the 2020 releases.

Seeing as you don't really need much this would work.

CPU/MB swap (can sell off the old for a relatively decent return profit). If you really need it you can grab another kit of the RAM you're using. Though i would once more just sell and buy a higher speed set; that is if you choose that route. Added in a fair amount of storage. This could be dropped to lower the price more if deemed. There is no real need to completely rebuild the system. The 2070 is more than capable for the next year or two. If you don't already have one you can get an AM4 mounting bracket by messaging NZXT.

could save a little by going with a non overclockable chip (i assumed you would be overclocking due to the cooler) and a board to match; dropping down a tier to the 2700x and a board to match.

I currently have my 7600k at 4.8Ghz.

What's the 9900k/3900x like with the RTX 2070? I wanted to get myself something that would future proof the system, with major games like Cyberpunk 2077 coming out next year I want to make sure Performance won't be a problem at 1440p.

Here's what I had In mind for Upgrades. Let me know what you think.

I agree with the suggestion of a 3700x. It has double the cores, and 4 times as many threads as the 7600k. This will simply help push frames to your monitor more efficiently. It is a great processor to pair with any modern graphics card. The motherboard is really the only other thing that I would suggest swapping out as previously suggested, which you would need to do with the AMD processor. AMD processors love fast ram, so that might need to be swapped too. I have a 3200mhz set with my 3800x and it works great, but the faster the better

The ram he currently has would be fine in most cases with gaming, it thrives with higher speeds but lower isn't such a major hit in performance. Worst case: sell current set and upgrade to a 32gb kit of higher speed sticks.

i have a 2070 super paired with a 3700x and have used the 3900x before; it's similar performance in gaming but i don't do a huge amount on my system. Workstation purposed.

The 3700x isn't very far behind the 9900k in reality; look at any benchmarks and tests there are and you will see that. A little over ~140+ less as well. The 3900x would only be closer but would pull that gap even closer in price.

I mentioned the storage as optional simply due to not knowing intent there. The 970 is more than enough, just the price value isn't always there IMHO there are options for less with little deficit. As far as the CPU/MB i am really not a fan of the path intel is taking and it's only going to get worse seeing as how things have went already this year. AMD is closing a gap and outperforming in areas outside of gaming for less with major compatibility.
