It's definitely more than 700, or 1000MHz. It's DDR3, so it'll probably be 1333/1600MHz. For Sandy Bridge, it doesn't really matter. Capacity is more important than timings/DIMMs ,etc.

It's not a mobile i7-2600. The GTX 1650 also likely isn't "stripped of better speeds and memory", it's just a low end GPU lol. SSD could be cheap shit but can't tell for sure.
It's just a cheap Dell PC that he's picked up from a business getting rid of their old machines and added a cheap SSD, so he probably paid less than £125 for everything other than GPU, then he adds a GTX 1650 for under 150 quid since it will work with the low quality/wattage PSU and he flips it on eBay for £100 profit.
OP - It'll run GTA, sure, but I'd avoid it. It's a heap of shit for that price tbh. The only reason I can see a GTX 1650 being in there is because it still has a shitty PSU. It's just going to be a terrible experience IMHO, and you'd be far better off investing £350-400 in to some decent parts and just build it yourself.
Even new, you'd be able to get something like this;

You could even buy a used R5 1600 for <£70 and/or a used RX 580 for <£100, or used RX 570s regularly go for under 75 quid.
My point being, at that price range if it's not in bulk and considering that website and how it looks... I'd wager more or less they're CLAIMING they're using standard desktop parts but actually using mobile. Maybe it's just because I live in the USA that we don't have websites like these that are selling PCs at our end that would amount to damn near zero profit and if it did come into a 10% profit minimum there's something wrong in that deal. Even more over I don't see it trying to a push a warranty like so many here do. Just red flags at every bullet point.
