Yes, it'll run GTA V, not perfectly, but it'll play respectively. I wouldn't consider going over 1080p though. Frankly considering you're getting only a 240GB SSD is really bad, GTA and Windows 10 alone will damn near take half of that storage up. And with a i7 2600 with a 1650 I'd be surprised to NOT see a bottleneck that would ruin frames in some situations.

Pros:
Price
1650
16GB of DDR3 RAM (speed/timings not listed)
240GB SSD ( brand/model/speeds not listed)
Case - Surprisingly okay and some decent ability for expansion.

Cons:
240GB SSD - Just not good enough anymore and assuming your internet isn't good, uninstalling and reinstalling games will become a MAJOR hassle you will be experiencing.
Case - Likely some connections be it fans or the motherboard that will force higher end upgrades at some point in time.
Sketchy - No website let alone graphic designer worth their salt would put water marks on a website page like this... They'd be selling their brand like ASUS, GIGABYTE, ORIGIN, XIDAX, etc. do. That alone worries me you may be buying "refurbished" parts and it could very well die on you quickly.
CPU - i7 2600 by no means is a bad CPU, but it is old. You will experience some serious issues running on that, be it in chrome or in games, especially paired with more advanced hardware like a 1650.
RAM - I haven't seen a website ever not post it's RAM speeds or timings. That screams out at me the RAM may very well be 1 stick of 16GB RAM very likely not even above 1000MHz. Probably not even over 700MHz..
LED FANS - I'll bet you 20 euro you can't change the color of those, and it'll be a hell of a hassle getting those replaced and not sounding like jet engines.
Their Website - While I cannot deny the reality the parts they're advertising can amount to the cost offered, it just makes me want to nope right the f*** away when I see s*** like this:

This SCREAMS at me "Chinese knockoffs" I would be amazed if the CPU wasn't a mobile variant of the 2600. And the 1650 and SSD are very likely absolute garbage and stripped of their better speeds and memory.

I wouldn't consider a GTX 1650 "advanced"? It's an entry level GPU that performs worse than an RX 570? It'll pair perfectly fine with an i7-2600.

It's definitely more than 700, or 1000MHz. It's DDR3, so it'll probably be 1333/1600MHz. For Sandy Bridge, it doesn't really matter. Capacity is more important than timings/DIMMs ,etc.

It's not a mobile i7-2600. The GTX 1650 also likely isn't "stripped of better speeds and memory", it's just a low end GPU lol. SSD could be cheap shit but can't tell for sure.
It's just a cheap Dell PC that he's picked up from a business getting rid of their old machines and added a cheap SSD, so he probably paid less than £125 for everything other than GPU, then he adds a GTX 1650 for under 150 quid since it will work with the low quality/wattage PSU and he flips it on eBay for £100 profit.


OP - It'll run GTA, sure, but I'd avoid it. It's a heap of shit for that price tbh. The only reason I can see a GTX 1650 being in there is because it still has a shitty PSU. It's just going to be a terrible experience IMHO, and you'd be far better off investing £350-400 in to some decent parts and just build it yourself.

Even new, you'd be able to get something like this;
