Not the only factors for wattage, but yes. You ought to come out with in or around 330-370 watts. Not enough really to get yourself some decent overclocking or really much at all, and I'd be worried about looking at upgrades. I wouldn't recommend anything below 600 for a PSU purely for upgrade ability, and getting into the higher end I look at efficiency curves. Top it off, always go full modular, make your life easy not hard.

Factors for wattage are everything that plugs into your PC. Monitors can draw power if they don't have their own, VR Headset, webcam, microphones, headsets, Motherboards, RAM, fans, etc. all can vary your wattage.

TL:DR - Yes, but get a better PSU. 650+ is perfect for upgrade ability and some efficiency, go full modular and thank yourself later.
