i7 wit 16gb of ram thats a pretty good deal in my opinion
The 1060 Ti is better for the graphics card but its still powerful!

Honestly, just not a bad deal. And if you're into streaming that's a really decent secondary PC build. the 6700K is still an amazing CPU, the 1060 is lack luster, but by no means a bad card. 16GB of RAM, assuming it's DDR4 an above 2600Mhz it's really damn solid. Depending on the motherboard and storage I'd go for it.

Things I'd look into major before second hand purchase..
Motherboard
CPU + CPU Cooler
RAM
GPU
Storage (SSD or HDD - pref for SSD and if one isn't present I'd opt out.)
PSU and PSU age
Case

Old PCs have one major flaw to them, you never know when they'll die. Knowing is half the battle. PSUs have a great life span but CPUs and GPUs, not so much. Low end PSU though could be reaching it's life span though, and add age to a factor and it's own wattage if this is going to be your main PC you want to factor in upgrade ability.
