Are these parts compatible? I've done a good bit of research BUT I have never built a PC before or even thought about it before now.

Custom Built Pc:
* motherboard - ASRock Micro ATX (B450M PRO4) - $75
* CPU - Intel Core i5 9400F - $140
* GPU - MSI GAMING GEFORCE GTX 1660 Ventus XS OC 6G - $230
* Cooler - Scythe Cooling Motherboard SCKTT-1000 - $50
* RAM - Corsair Vengeance LPX 16GB (DDR4 2400MHz) - $75
* Storage (SSD) - Crucial P1 1TB 3D NAND NVMe - $100
* Power Supply (PSU) - ThermalTake Smart 700W ATX 80 Plus - $60
* Case - darkFlash Micro ATX Mini ITX Tower - DLM21 White - $60

No, they are not compatible.

Even if they were, I'd be avoiding a few of those components- case and PSU at least since they're cheap and not good quality at all.

Specifically the parts that aren't compatible:
CPU - Mobo

You can't use an Intel CPU with an AMD motherboard.

On top of that, the 9400F isn't a CPU I'd recommend, I'd instead go with anything in the 3K series for AMD but price wise, AMDs 2600X or 2700X would not be bad options.

As for the cooler for the CPU, if silence is what you're looking for I'd recommend looking into BeQuiet, CoolerMaster, Noctua, etc. (assuming you still want performance and you're not just trying to get the cheapest thing.)
PSU wise, I'd look at getting something significantly lower in wattage, your PC would be fair press to crack 400 watts. Look at 500-600 PSUs.
