So I am attempting to do a budget pc build. I am currently looking for a gpu for my system. I am looking at an MSI radeon rx470 4gb for $68.25. I am also looking at a MSI radeon rx470 8gb for $76.85. First off are these even good deals? They are some of the cheapest of those cards I could find. Second off if they are okay deals which should I get?

$70-80 is a good price for an RX 470, yes. Still a great card for 1080p gaming. It is definitely worth the extra $8 for an 8GB variant.

However, which MSI coolers are on the two GPU's? Are they using the Armor cooler? If so, that generation Armor cooler design was awful, and should really be avoided when possible. So it'd be worth an extra couple of bucks for a card with a better cooler.

They do have the armor coolers. Is there any way to get better cooling on them without going to a water cooler? Is this a deal breaker for the 470 8 gb?

On second thought it might not be the armor it says 8gb msi rx470 miner. It doesn't say anything else. Does the miner refer to the cooler?

Never seen that before, but that looks like it is specifically a card built for cryptocurrency mining. It does indeed use MSI's Armor cooler design, and looks like it has a single DVI port since it was built for mining- definitely avoid those IMO.

You should easily be able to find an RX 470/570 for <$90.
The 4GB RX 470/570 is fine, but if you can find an 8GB variant for maybe $5-10 more, it wouldn't be a bad option.
