Was looking into buying a PC solely for gaming. Always gamed on console and I don't know jack shit about building a PC.
I've always heard don't buy a pre built so after some searching, I found PowerGpu on twitter and he charges $150 to build.

With all that being said, how good of a PC can be built for $1500?
I would like to mod the hell out of Minecraft and Emulate GameCube and DS games
Would also like to mod GTA 4 and 5 but if not it's not deal breaker

This is the build I just did, motherboard price is glitched but it'll come out slightly over a grand, but this build will do everything you'd like, plus more

(Wireless network adapter included on list, but that's optional, I only grabbed it until I can run my ethernet, but if you don't have a wired option, this is a good adapter)

Below is a decent build and leaves you some additional money to get peripherals (likely monitor, mouse and keyboard).
You will want to install Windows 10 yourself and just buy a key online for like 1/10th the price that Microsoft charges. (/r/microsoftsoftwareswap)

I would just build the system myself, but you should easily be able to find a local store that will put together a system for you for less than $100. There's no reason to charge $150 for putting a PC together.

Then for a system around $1400, I'd be looking at something like this;
PCPartPicker Part List

CPU: AMD Ryzen 7 2700 3.2 GHz 8-Core Processor ($179.89 @ OutletPC)
Motherboard: MSI B450 TOMAHAWK ATX AM4 Motherboard ($114.95 @ Amazon)
Memory: Corsair Vengeance LPX 16 GB (2 x 8 GB) DDR4-3200 Memory ($65.99 @ Amazon)
Storage: Intel 660p Series 1.02 TB M.2-2280 NVME Solid State Drive ($94.99 @ Amazon)
Video Card: Gigabyte GeForce RTX 2070 SUPER 8 GB WINDFORCE OC 3X Video Card ($499.99 @ Amazon)
Case: Cooler Master MasterBox NR600 (w/o ODD) ATX Mid Tower Case ($75.98 @ Newegg)
Power Supply: XFX XTR 550 W 80+ Gold Certified Fully Modular ATX Power Supply ($89.98 @ SuperBiiz)
Monitor: LG 27UD58-B 27.0" 3840x2160 60 Hz Monitor ($289.00 @ Amazon)
Total: $1410.77

You can spend an extra $20 for an R7 2700x over the 2700 if you want, or save $50 and just grab an R5 2600.

Also, you could go for a nice 1440p144Hz monitor instead of 4k60Hz if you wanted, since there are a couple of good 1440p144Hz options in the $300-350 price range.
