What is your budget and currency? Around $500-$600 sorry on a budget.
Do you need a monitor? Yes
Do you need a keyboard? Yes
Do you need a mouse? Yes
Do you need an operating system? Yes
What will you use the PC for? Various games like Arma and other realistic shooters I'm a streamer so I like to play Battle Royal and fps etc. So basically I want to run almost every game on unltra max settings as well! Please help thanks

Just because you have requested to play on "ultra max settings" - This won't be possible on such a small budget. Games like ARMA are VERY hard to run and even with a $2,000 PC you can struggle to get decent performance.

Especially because you also want monitor (Easily $100+ alone), mouse and keyboard alongside the build, I think you need to reconsider either how much money you want to spend or what kind of performance you want for the money.

I'm not saying you wouldn't be able to run the games at all. You stated that you wanted to run that at max settings which just won't happen on that budget - I'm not lying to you or calling you dumb/beginner. It is a fact that you won't get max settings on ~$500 USD (for games like ARMA).

You can download and install Windows 10 here
You will be able to get a key to activate it online (e.g. reddit /r/microsoftsoftwareswap, g2a, etc.)

You can grab any keyboard / mouse combo that is within your budget.

Might be worth to spend a little extra to get some additional storage (depends how many games you plan to download)

It is entirely true. Especially when it comes to Arma. $800 is not the same as $600, the extra $200 can go a LONG way. Never mind 90%, I'm sure your "boy" can "run" 100% of games. That doesn't mean you'll run them at "ultra max settings" with a $600 system, but yeah sure, you'll be able to launch the games at least.

So, I would 100% be skipping the GTX 1050Ti. Just not worth buying at all IMO. RX 570 is cheaper, and better in every way.

You're also not going to want to use a TV, invest in a decent monitor. Unfortunately, this means either sacrificing performance now to get a decent monitor, or getting a 1080p60Hz monitor for now for about $80/90, and ditching it asap for something better.

PCPartPicker Part List

CPU: AMD Ryzen 3 1200 3.1 GHz Quad-Core Processor ($59.45 @ Amazon)
Motherboard: ASRock B450M Pro4-F Micro ATX AM4 Motherboard ($71.00 @ Amazon)
Memory: Team T-FORCE VULCAN Z 8 GB (1 x 8 GB) DDR4-3200 Memory ($37.99 @ Newegg)
Storage: Intel 660p Series 512 GB M.2-2280 NVME Solid State Drive ($59.99 @ Amazon)
Video Card: Sapphire Radeon RX 570 4 GB PULSE Video Card ($119.99 @ Newegg)
Case: Deepcool MATREXX 30 MicroATX Mini Tower Case ($36.98 @ Newegg)
Power Supply: SeaSonic S12III 500 W 80+ Bronze Certified ATX Power Supply ($44.99 @ Amazon)
Monitor: MSI Optix MAG241C 23.6" 1920x1080 144 Hz Monitor ($169.99 @ Amazon)
Total: $600.38

This gets you a really nice 1080p144Hz monitor and a solid platform to upgrade from. You can swap out the R3 for an R5 2600/3600 at any point, and that'd be a great upgrade.

You'll also probably want to add another 8GB RAM asap. I'd actually try to get 16GB straight off the bat these days, but I've tried to fit a good monitor in this list, so that's one of the sacrifices you have to make.

and like I said, RX 570 trumps the 1050Ti but it's not going to let you max out AAA titles at anywhere near 144FPS, so you'll be settling for somewhere in the middle of 60-144FPS and/or lowering some settings.

If you'd rather spend more on the system than monitor, then here;

Video Card: Zotac GeForce GTX 1660 6 GB GAMING Video Card ($219.99 @ Amazon)
Case: Deepcool MATREXX 30 MicroATX Mini Tower Case ($36.98 @ Newegg)
Power Supply: SeaSonic S12III 500 W 80+ Bronze Certified ATX Power Supply ($44.99 @ Amazon)
Monitor: Acer SB220Q bi 21.5" 1920x1080 75 Hz Monitor ($89.99 @ Amazon)
Total: $620.38

You get a cheapo 1080p60Hz monitor, and that'll let you either up the RX 570 to a GTX 1660, or you can keep the RX 570 and get 16GB RAM with a better CPU;
