Want an upgrade from this looking to do mostly photoshop and lightroom on it and on occasions play games, what shall I get? Thanks.

Hasn't got enough storage to run photoshop anymore, can hardly run games that good either.

Well, first upgrade is obvious then;
3DS wrote Hasn't got enough storage to run photoshop anymore

so, storage then. Start with an HDD, I'd go with 2TB or 3TB;

and then I'd probably add another SSD. You've got a few options for that. I'd go with a 480-512GB SSD minimum, maybe even 960GB-1TB. You can either grab a budget SATA SSD, something like an OCZ TR200 or Crucial BX500, you can get those in 480GB variant for 45-50 quid. Or, you could get a high end SATA SSD, the 860 EVO. 500GB variant of that is £75, 1TB is £130.

Alternatively, you can get a budget NVMe drive- the Intel 660p. 512GB variant is £60, and the 1TB is only £95, it doesn't even make sense to get budget SATA SSD's in the 1TB range because of how cheap the 660p is. Lastly, you could go all out and get a high end NVMe SSD like a Samsung 970 EVO/970 EVO Plus. Those are £100 for the 500GB variant, and £200 for the 1TB though.

I'd personally probably get the 1TB 660p.

Next, what games are you having trouble running exactly? You shouldn't have much issue running anything at 1440p60Hz with an i5-4460 and GTX 1070.

If you were to upgrade GPU, anything less than an RX 5700XT or RTX 2070 wouldn't really make much sense IMO. A GTX 1070 should be fine for running the majority of games at high settings no problems at 1440p60Hz though.

For a CPU upgrade, you could maybe just grab a used i7-4770/4790 and swap out your i5, saves having to buy a new motherboard and DDR4 RAM. Alternatively, a B450 motherboard and Ryzen CPU with 16GB DDR4 would be a reasonable CPU upgrade. If you stick with your current i5, or swap it out for an i7, I'd grab another 8GB of DDR3 for sure.
