Are you formatting via the window where you choose where you want windows installed or via the command prompt?

Did you try checking if you registry files have anything todo with it? I asked you about it before but idk if you checked or not. You can use CCleaner to check your registry.

It had previously said something about the registry files but then it changed to the new error code. I can't remember exactly what it say but it didn't say there was a possibility there was something wrong with the registry files

Just completely wipe your computer then. All files that aren't actual installed programs like documents and pictures etc will still be accessible in the windows.old folder

It doesn't let me do that it says there was an error doing that too, and now that Ive deleted and formatted the partition there no long is a windows to access automatic repair or command prompt so I'm sort of f*****

Can you confirm if the USB works to install windows on another computer? Can you try to make a new bootable windows 10 installer, pretty sure the USB drive you're using is the problem here.
