I have a budget of 1,700 USD, and im looking for an intel based pc with liquid cooling and I don't want a build thats upgrade prone. I also need a monitor, mouse, keyboard, mouse pad etc.

You've also not even told us what the system is going to be used for exactly, so we can't properly help you with a parts list.
