I am getting this desktop to play games in 4K. I have a 2000 eur budget for the PC and the monitor. The parts I will buy excluding a case and a cooler are the following. I couldn't find some parts and the pricing on partpicker so I will put them here.

GPU: Gigabyte GeForce RTX 2080 8GB Gaming OC -- 711eur
CPU: Intel Core i7-8700K Box -- 358eur
Motherboard: Asrock Z390 Pro4 -- 115eur
RAM: G.Skill Ripjaws V 16GB DDR4-3600MHz -- 105eur
PSU: Inter-Tech Argus RGB 750W CM -- 69eur
SSD: Adata Ultimate SU800 3D SU800 512GB -- 60eur
HDD: Western Digital Blue 4TB -- 93eur

Monitor: Samsung U28E590D -- 252eur

I don't plan on overclocking the CPU and the appearance is not a priority. What are the best options I have for a CPU cooler and a case while staying in budget? Any feedback other than that is welcome too.

Where in Europe are you, and do you have a preferred site for buying components from?
What exactly will this system be used for? If games, what games? What other than games, if anything?
Any sort of preferences for case- colour, window, size, etc?
Preferences for cooler- flashy, air, AIO, custom loop?

Not sure I'd spend the money on a Z390 motherboard and unlocked CPU if you're not going to overclock it.
