In the matter of parking in a handicapped spot without the grandmother being in the car, its really wrong to be failed the test shortly after looking like he was already passed.

If she has a breathing problem and was waiting inside of the building you would think you would park in a handicapped spot near the entrance and not let her walk so many feet just to get to her car in a hot sunny day. I understand it's a problem among teens, but there are also people out there trying to do good.

This guy deserves better.

usually the person giving you the road test will tell you where to park when your done your test(at least in my area) if the person didn't and he parked there they still should have passed him knowing its got handicap plates and knowing who was with him when he went for his tests his intentions were for her not to have to walk far, that instructor must be heartless. i would have just told the instructor of my intentions before i went to park.
