Do you need a monitor?
Do you need a keyboard?
Do you need a mouse?
Do you need an operating system?
What will you use the PC for? Any games in particular?

Yes it's over your budget but it's a solid build that should last. If you can't afford it I recommend a cheaper graphics card. This build should handle any new and upcoming triple A games. It should also hit 144 fps if you are into competitive games, just make sure you have a 144hz monitor. amazon.com/Acer-GN246HL-Bbid-24-I...ref=plSrch
This is a pretty decent 144hz monitor and its cheap. This build should also handle streaming pretty well. AMD cpu's are great for things like streaming because of how many cores and threads it has.

Also, you can get Windows 10 Home cheap on places like Kinguin and Ebay. Just make sure the sellers are reliable.
