PCPartPicker part list / Price breakdown by merchant

CPU: AMD - Ryzen 3 2200G 3.5 GHz Quad-Core Processor (£89.98 @ Aria PC)
Motherboard: ASRock - AB350M Pro4 Micro ATX AM4 Motherboard (£65.25 @ CCL Computers)
Memory: Team - Vulcan 8 GB (2 x 4 GB) DDR4-3000 Memory (£60.31 @ CCL Computers)
Storage: Toshiba - OCZ TR200 240 GB 2.5" Solid State Drive (£31.98 @ Amazon UK)
Case: Deepcool - Frame MicroATX Mid Tower Case (£25.74 @ Amazon UK)
Power Supply: XFX - XT 500 W 80+ Bronze Certified ATX Power Supply (£35.93 @ CCL Computers)
Monitor: AOC - G2260VWQ6 21.5" 1920x1080 75 Hz Monitor (£84.79 @ More Computers)
Total: £393.98

Grab any cheap kb+mouse bundle from Amazon. You'll have to use the integrated graphics on the R3 2200G, which won't be great but it'll do the job. You'll probably want to add a discrete GPU when you have some more money though.

If you're comfortable buying used, then I'd take a look on Gumtree(maybe eBay) for monitors, you should be able to find something decent for ~£50. Then you could buy something like this;

CPU: AMD - Ryzen 3 1200 3.1 GHz Quad-Core Processor (£69.19 @ Aria PC)

Total: £288.40
buy a used GPU with the remaining £60. That will be enough for a GTX 960. Keep in mind the R3 1200 does not have integrated graphics like the 2200G, so you will need a discrete GPU with the R3 1200.

If you also wanted to buy the CPU and motherboard used, you could save a nice bit of cash there which you could potentially put towards a better GPU or monitor maybe. I regularly see Ryzen 3 1200/1300x's go for <£50 and decent AM4 motherboards for £35-50.
