Am I understanding this correctly, you want those lights to stay on?

If I am then on your headlight switch you should be able to turn it 1 click to turn on the parking lights and that's those lights. For the fog lights some cars you pull the head light knob towards you and it will turn those on.

Delete the "?x52157" from your image link. For an image to embed properly, it needs to end with it's file format i.e .jpg. Thank me later

He's probably wired them up to his side lights or something, but idk why you would want to do that. How do you still signal if there is always power going to them?

The same way that single element tail lights work. When the head lights are on there's a small current going to the tail lights. When the brakes are applied then it sends the full current to make them brighter and therefore brake lights.

Sort of the same idea with the parking lights going to an indicator. The parking lights send the full signal to those lights so they are always on. When you flip the indicator one way or the other, the relay will kick in and cut power, then let power through, then cut power, so on and so forth to allow it to blink. Nowadays though usually it's a dual filiment bulb so you have 2 lights in 1 bulb.

Originally they were used as the emergency lights. When you had a flat tire or something that made you go to the side of the road, you turned those on to tell people that you're parked. Now that we have hazards that feature is no longer useful. some manufacturers integrate DRLs into their parking lights.
