The people at Epic Games decided to tweet this today:

Will this be the return of Skull (and maybe Ghoul) plus the Reaper pickaxe to the Item Shop as soon as tomorrow? Or is this just an introduction to newly designed Halloween skins?
To me, this will be the return of Skull. They're running a business and it shouldn't shock ANYBODY that they'd be doing this to make even more money from their game, especially when they've got a black market for their accounts as big as they do.
What are your thoughts?

Yeah, they have always waited for this oppurtunity to make a solid profit other than the red knight! Never liked it when it came out in the first place...

Probably both, which would make sense as it would get people to stop selling skull trooper accounts, and of course new skins.

The Epic Games team is actually pretty smart. They're releasing Skull Trooper and Scythe along with the female Skull Trooper (Skull Ranger) and her pickaxe to be sold in a set.
They're also smart because they're releasing this set to be sold right before Black Ops 4 is released and they lose some of their players and income. Very smart.
