Haven't used an iPhone in a while and I'm currently jail-broken on 11.2.6 and want to update to 11.3.1 But it isn't currently being signed by apple, is it still possible if i have the IPSW for my phone. Will it just update me to 11.4?

Yeah if you restore now you'll be put onto 11.4.1
