Is it possible to get cash drops/RP lobbies on PS4? As there aren't any that I've seen advertised on here? Or recoveries etc

No, new gen is not currently moddable mate.

Only way to get things on PS4 or XB1 is to buy an account that was already done before R* removed the option to port the account to next gen.
