Via Riot's website, you meet the minimum requirements for the CPU and the GPU, but just barely. The CPU is within their minimum specs and the GPU is as well, but with these specs you are going to be playing the absolute lowest settings in League, and since I don't play League on super low settings I have no idea if you will be able to pull 60fps. I assume if you played in 720p or so you could guarantee your fps, but you may also be able to do it in 1080p. You can for sure play the game though, plus it's free so it isn't that big of a deal if you don't get the fps you are looking for. Not losing anything but time invested to see if you can play it to a standard you are comfortable with.
