Can't create steam account

I have tried signing up to steam on web browser and the app and it just sends me a email about verification then i click on the email which then states i can go create a account but then just does the same process over and over

When you create an account on Steam it sends you a verification email to make sure you are a human. It sounds like you are just clicking the email and not signing into the account with the details you used to get the email in the first place. Is this the case? If I am understanding you wrong and you really can't make a Steam account I will be glad to make the account for you and then send you the details to it. Just let me know.
