specs

I5 4670k
GTX 1070
Asus Maximus IV Hero
Corsair H105
8GB Memory 2x4 1600MHZ
WD Blue 1TB
Samsung 840 EVO
Corsair 600W PSU

do you think my system is safe to overclock the cpu to 4.6GHZ. do you think I have a good enough PSU to do this?

AIO is fine. However do not make massive clock changes within one go.

GRADUALLY increase the clock etc. Last thing you want is a dead CPU.

Whilst increasing the clock speed, it's important you do burn-in tests each time you overclock the chip, this will rule out BSODs and overheating.

Monitor the temps closely until you're comfortable with the gainzzzzz

Your PSU will be fine tbh. I overclocked a 8320 to 5Ghz on a cx500. Wasn't sure what was going to die, the PSU or the motherboard...

Anyway, Your system seems fine to overclock. I currently have the CPU cooler and it copes just fine under load, even for my 4790K at 4.8Ghz.
