This is what I found on the Microsoft.com website

I understand that you wish to use your webcam whilst the screen is locked. In order to enable Camera on Lock Screen, try these steps and check if they are helpful.

Move your mouse cursor to top-right or bottom-right corner of screen to access Charms Bar and click on Settings option.
Now click on "Change PC settings" option given at the bottom.
Open PC & devices and click on Lock screen.
To enable use of Camera on Lock Screen, set the option to "On".

However, there is no app published by Microsoft, as such, to click pictures automatically on lock screen for spying purposes. I would suggest you to use your favorite search engine to search for the app for spying purposes.

Locked out of what exactly? Windows? Is your PC part of a manged local domain/workgroup?

Regarding the above reply, that's only putting the camera icon on the lockscreen. For example you can put the calendar on if you wish. The camera will not take a photo of you.

I would imagine there may be some third party app somwhere, give it a google.
