You are going need to need to throw more money at your issue to make it a worth while upgrade.
On your platform, you could pick up an 8320/8350 but that's only adding 2 cores to your old CPU anyway and won't give you pretty much any performance boost.
250/350 USD would be a good amount to set aside for a Motherboard, CPU and RAM upgrade.

Considering this, what would be the best bang for my buck in upgrades to speed my computer performance?

There's no point spending any more money on AM3+, so you're not really getting a CPU upgrade without a new motherboard. To upgrade to AM4 or a modern Intel socket, you'd also need to buy new DDR4 RAM and that alone is more than half your budget so you're not going to be able to afford that. Your best bet with $150 is try get a used i5-4440/4460 with a motherboard. You might even be able to find an i7-4770/4790 and mobo for around $150.

If you want to go new, you're looking at $80-85 for 8GB DDR4 RAM. If you wait for H310 motherboards to launch(hopefully next month), you'll be able to get an i3-8100 with 8GB RAM for around $250. Or you could get a Coffee Lake Pentium for probably around $50 less than an i3-8100.
