Are you referring to games that can be played on both consoles, like the more recent cod games, or do you mean the backwards compatible games that you'll be able to play?

Ever DLC I had for the X360 did transfer for games that are compatible. So that shouldn't be a problem

If you want 100% confirmation, speak with a Microsoft technician on their support. They will tell you the same thing.

The DLC does need to be on your account, obviously. Game of the year disc, that include DLC on it, should work fine too.

If you are referring to backwards compatible games. If you bought the DLC for Bo2 (example) you go to the game. Go to manage game, everything you bought on Bo2 on THAT account will be there ready to install.
