Now that my bo2 disk finally started to work I wanted to start modding via xbox neighbor but I saw that there was no game file even though my games are on my hdd and I'm on my hdd... Would I have to usb transfer? etc? New to xbox neighbor

So Neighborhood is a program on your computer. I don't understand what you mean when you want to mod Xbox neighbor lol
In neighborhood you just connect it to your console (lots of youtube videos if you don't know how) and you can access your HDD from your PC. Though I would recommend installing BO2 through Xex menu then use neighborhood to drop all the other files like TU, tesseract, and raw folder (menus etc)
