The cheapest is the 5 finger discount...

Come on bud, we don't know where you live, what type you're looking for, etc. etc. Get on your local classifieds (Like Craigslist or Kijiji) and see what's around...

Don't be lazy and do some research. Either that or at least give us more to go on

The price really depends on what type you want and what you want it for

I'm from the UK and by ped we think of a Scooter.

I had a 50cc (70cc kit) Aprilia SR 50 R its was quick good on petrol and looked good
it depends what your budget is because used Scooters can go around for about 500-1200
good bikes I know of are mostly Yamaha/Piaggio/Aprilia/Honda but ideally the best to get would be either
a Yamaha Aerox/Jog or an Aprilia like mine. If going down the Used road make sure you get the VIN number checked as the one I bought was previously was meant to be crushed and ended up costing me double what I paid for it

But take these things into consideration
2 strokes for shorter trips
4 Strokes for longer trips
Insurance cost's
Maintenance costs
And when thinking of your budget price take into consideration protective gear
