I'm checking the PSN store on my PS3 and can't seem to find a standalone copy of Black Ops 2 to buy digitally. Was it never available on store or only on disc?

I don't see why it wouldn't be there. I am nit a Playstation player, but it would be kinda weird for it not to be there.
