Win + Q > Type "Device Manager" > Click "Network Adapters" > Google drivers for that model

Is this a custom built PC or a prebuilt PC? If it's custom built, your motherboard should have come with a CD or a USB with all the motherboard drivers on it. The Ethernet/LAN driver (It's your internet driver, just can have these names) is not installed. Without that driver, you can't just connect to the internet. Since you reset your PC, that driver is gone. The best way to confirm this, is go to Device Manager and see if there's any yellow error signs, which should be on the Network Adapters tab. If you don't have the CD or USB, you're going to need to mention the motherboard you have, I'll download the driver, send them to you with a virus scan, you save it onto a USB and put it into your desktop and run the driver setup.
If it's a prebuilt PC, this is something outside my area of help. This shouldn't happen with a prebuilt at all. Some prebuilts have come in the past with a driver CD, but that still doesn't make up for the fact that it shouldn't happen.
