80% of the time i get this and is driving me mad. Exactly same on retail console too. Im trying to recover a customers account and it gives me this error about 1/3 in. Donation for anyone who can solve this

looks like the error I get when my location needs to be verified. Try having the customer verify your location on the microsoft/xbox website

This is mainly when said account has 2 step verification on
Signing into Xbox.com with their profile should fix this! If t still doesn't work clear system cache 3 times as well

This is a common problem. Here's how to solve it - Sign into Xbox.com on the account, it'll ask for the security code. 2) Get the code off the customer and it should let you sign in. 3) Once signed into Xbox.com on the account it will let you recover the account on your console.
