Has it worked before? Maybe you got. Bad download for neighborhood? Maybe the files in the root of your HDD are corrupt?

Make sure xbdm.xex is set as plugin 1,
Update your .NET Framework,
Reset your RGH's Network Settings back to default on the console.
Re-install neighborhood on your PC, the latest version of neighborhood is - version 21256.3

Make sure you have xbdm.xex set as Plugin 1
Go to System Settings\Network Settings\[Wired or Wireless] Network\Configure Network
Type in the IP Address shown to your Xbox 360 neighborhood
If it doesn't work then try restarting your router or clearing your cache
