He was on a couple hours ago, but it doesn't seem like he's very active. Check out Dream's shop. He's the only other person allowed to sell KVs on here.

Then he blocked you. Not sure why he did, but you won't be able to communicate with him anymore. Try posting on his topic and see if he'll unblock you so you can purchase.
