Synopsis
The sequel to the riotous action game State of Emergeny. This time, Freedom Movement not only has access to guns but also - for the first time - helicopters, speedboats, tanks and new team members.

Plot
The basic storyline to this game is still the same as the previous in the sequel. The Corporation is still a dictatorial government abusing their citizens and the same group of freedom fighters called Freedom are fighting back against them. However this game actually has a plot rather than just running round protecting one person and massacring everybody else. The game starts off with the leader of Freedom captured by The Corporation, so a group of freedom fighters from Freedom break in and prevent their leaders execution. After that they bust him out of jail we are re-introduced to some characters from the original game. The rest of the game consists of fighting The Corporation in a variety of ways but in the end, the game ends pretty much as it always has done, The Corporation still in control and Freedom still terrorising the country.

Gameplay
The game only has a single-player but two different game modes. There is the story mode, and an arcade mode. Story mode consists of twelve levels which unlike the previous games are very unique but still not great fun. Arcade mode is basically small parts of campaign levels where the player is scored and can record a high score. The campaign does have a structured path which makes the game so different from the previous game, however the path contains some of the worst checkpoints ever where you will find yourself repeating the same situation over and over whilst listening to the same annoying voices. New additions to the game include new weapons, new characters, vehicles, groups, character special abilities and a command system. Overall we can see that this game has progressed over the past five years but not as we expected.

Graphics
This game was released with a new graphics engine which was better than before but definitely not up to par with the other games being released at the same time. The graphics are similar to the previous game with a low frame rate which ruins the sniping feature and has unrealistic explosions, weapons and characters. Definitely not up to modern standards around that time and quite a let down to say the game was in development for so long.

Controls
The controls are exactly the same as the first game when using a character except from a few new combination moves. Easy to pick up and no real problems affecting game play. The vehicles are a little hard to get used to but easy enough with a bit of practice. The controls are very similar to most other third person shooters.

Evaluation
Even though this game has improved in some aspects of game play and by the fact that it actually has a story line, it definitely did not live up to its full potential. There are a few enjoyable parts but overall it is a very average game with nothing new and special. The graphics are not great either which is a shame. I would not recommend buying this game unless you enjoyed the previous game and want to see the story continued.
