Synopsis
The Corporation, a sinister power-hungry organization, seized control of your country and is attempting to liquidate opposition to authority. But now an underground rebel movement has formed, inciting the public to protest in the name of freedom. A state of emergency has been declared, and now it is time to fight using hand to hand combat, over-the-top weapons, and anything you can find on the street!

Gameplay
There are two types of gameplay in this game which are called Revolution mode and Chaos mode. Revolution mode is the story and consists of three usual types of missions which are protecting people, escorting people, and killing people. Chaos mode is the equivalent of an arcade mode where the player has to kill as many opposing group members as possible which scores points whilst also fighting against the clock. Different, weapons, power-ups and enemies are available all over the maps in this game mode. Overall the gameplay consists of running around and killing everyone by mashing the buttons of the controller.

Storyline
The story is about a dictatorial government named, 'The Corporation,' that is not giving to the people. So the characters are citizens of the city fighting for a free group called Freedom to bring down the government. You can fight against the government by completing missions for different groups in the local area and earning money and power ups. So overall the game is about groups of citizens rioting, fighting and pretty much a massacring other groups of citizens while trying to take down the government.

Graphics
The graphics on State of Emergency were actually good for the time taking into account that there are hundreds of people constantly running around the screen interacting with the environment. The graphics are smooth and the game runs at a constant frame-rate without and freezes or problems however you may notice that the civilians move in a pattern. The game is actually a cartoon and the graphics are not meant to be realistic. Obviously compared to the graphic standards most gamers are used to today, the game has poor graphics, but ten years ago these graphics were considered pretty good.

Controls
The controls for this game are very simple to pick up and are greatly similar to other third person shooter games, but that does not really matter as the majority of the time you will spend mashing the X and O buttons beating people up.

Evaluation
Even though this game does have some large flaws the game had a good reception by the community and gaming companies being regularly voted around a 7/10. You could really hit it off with this game if you enjoy running round beating up anyone and anything in site. I would not recommend buying this game now as it is very old and cannot live up to more present games but back in the day I had a great time on this game. Overall I would have to rate this game fairly low but when it was released it would be rated much higher.
