Pretty much yes, if you are gifted gold by another user either in the forums or the shoutbox you will receive the summer 2023 profile badge. Same goes for anyone you gift will also receive the badge.

Yes only the current people in there at the time of the gift. Your gift went to Ahri who is a site administrator and is able to hide his name from the user list in the shoutbox.
